The Enugu State Electricity Regulatory Commission (EERC) has directed MainPower Electricity Distribution Company, formerly known as Enugu Electricity Distribution Company (EEDC), to refund more than 20,000 customers who were wrongfully billed for electricity consumption in April 2025.
This directive was issued through a public notice released by EERC on Monday, following a series of complaints by MainPower’s estimated billing customers across Enugu State. The Commission, invoking Section 35 of the Enugu State Electricity Law 2023, stated that affected customers are listed on its website and advised them to reach out via email or phone if they do not receive their refunds within the stipulated timeframe.
The order, signed by EERC Chairman Chijioke Okonkwo and Commissioner for Market Operations Barr. Reuben Okoye, mandates that MainPower issue the refunds by the July 2025 billing cycle. Failure to comply will attract a fine of N500,000 for each day of default, as prescribed by the state’s electricity law.
According to the Commission, it began monitoring MainPower’s estimated billing practices in October 2024 after assuming regulatory control from the Nigerian Electricity Regulatory Commission (NERC). Despite repeated correspondence and demands for improvement—particularly in letters dated December 16, 2024; April 4, 2025; and May 6, 2025—MainPower allegedly failed to provide satisfactory responses or address the violations.
EERC said its review of MainPower’s estimated billing report for April 2025 revealed a further deterioration, with violations increasing to 34 percent, up from 24 percent in February and March. The Commission concluded that MainPower is in deliberate breach of the billing caps outlined in the terms of its interim license and is therefore required to refund the full over-billed amount to all affected customers.
